How a battery storage project connects to the grid in Japan

A battery storage plant cannot begin operating as soon as the batteries, PCS, and transformer arrive on site.

The developer must first complete the grid access process with the relevant transmission and distribution operator. OCCTO's guidance sets out the main sequence: connection study, contract application, construction contribution, grid works, and connection.

 

Begin with the Connection Study

The developer submits information about the site, output, battery capacity, PCS, transformer, and protection equipment.

The transmission and distribution operator reviews local grid conditions and reports whether connection is feasible, what works are required, and the estimated cost and lead time. Kansai Transmission and Distribution also lists access, metering, and communications work among the items covered by its study.

The developer uses the response to review the investment and schedule before deciding whether to proceed.

 

Move from Contract to Construction

If the project remains viable, the developer submits a contract application.

The operator reviews the project again using current grid conditions and finalized specifications. As a result, costs and lead times may change from the original connection-study estimates.

After the operator accepts the connection, the parties sign the construction contribution agreement. Under the standard OCCTO process, payment is made before the grid works begin.

The battery, PCS, transformer, and other equipment are then delivered and installed. Connection begins after both the grid works and site works are complete.

 

Commission the Complete System

Grid connection is not the same as commercial operation.

After connection, the team commissions the battery, PCS, and EMS as one system. Tests cover charging and discharging, PCS response, EMS communications, output control, and protection behavior.

TEPCO Power Grid's application example treats the grid connection date, trial-operation date, and commercial operation date as separate milestones.

 

Translation is Only One Part of the Application

Applications require equipment specifications, single-line diagrams, PCS data, and control-system information. TEPCO Power Grid lists these materials in its application guidance.

For equipment developed outside Japan, translating existing documents is not enough. The information must address the operator's review requirements, while model numbers, outputs, quantities, and settings must remain consistent across the submission.

Missing documents, inaccurate translations, or conflicting specifications can lead to further questions and resubmissions. This can delay the technical review and affect the project's planned connection date.
