日本では、2,000kWが高圧連系と特別高圧連系を分ける実務上の重要な目安の一つとなっています。一般的に、契約受電電力などが2,000kW以上となる場合は、特別高圧での供給・連系が検討されます。
東京電力パワーグリッドでも、2,000kW以上の需要設備については、原則として特別高圧の申込みとして取り扱うことが示されています。
そのため、多くのプロジェクトは、契約受電電力を2,000kW未満(例えば1,999kW以下に制御)に設定しつつ、商用上は「2MWクラス」と位置づけています。
高圧連系の範囲に収めることができれば、特別高圧連系と比べて、変電設備、保護設備、連系工事、用地確保、申請手続きなどの負担を抑えられる可能性があります。ただし、出力を抑えすぎると、事業規模や収益性が制限されます。
2MWクラスは、系統アクセスの条件と投資規模のバランスを取りやすい、実務的な選択肢です。
実際の連系電圧と契約電力は、接続先の一般送配電事業者が、案件の内容と系統の空き容量を踏まえて決定します。
2MW/8MWhのシステムは、定格出力で約4時間放電できます。
4時間容量は、日本の需給調整市場に参加するための必須条件ではありません。ただ、4時間分の容量があれば、次のように運用の柔軟性が高まります。
連続する取引時間帯への対応
SOC管理による入札可能容量の維持
劣化、変換損失、補機消費に対する余裕の確保
充電機会が限られる状況での運用継続
卸電力市場での価格差取引や、容量市場を含む複数市場への対応可能性の拡大
8MWhの役割は、需給調整市場の参入要件を満たすことだけではありません。安定した入札能力を長期にわたって維持するための運用余力を確保し、運用戦略の選択肢を広げます。
日本では、再生可能エネルギーの導入拡大に伴い、発電量の変動に対応し、電力の需給バランスを維持する調整力の需要が高まっています。市場制度の整備によって、この需要が蓄電池の具体的な事業機会につながりつつあります。
2024年度以降、同じ速応動調整力の商品では、蓄電池の約定価格が火力・水力の数倍で推移しています。さらに、2026年度から前日・30分単位の入札へ移行したことで、蓄電池の優位性を運用に活かしやすくなっています。
調整力需要の拡大に加え、市場アクセスの拡充、約定価格、柔軟な取引枠組みが、日本の系統調整ニーズを具体的な投資機会へと変えています。
系統連系によって、蓄電池は系統と電力をやり取りできるようになります。ただし、それだけで需給調整市場への参加資格を得られるわけではありません。
取引を始めるには、参加する需給調整商品ごとに事前審査(プレクオリフィケーション)を通過する必要があります。この審査では、市場への参加可否に加え、設備容量のうち実際に収益化できる容量も決まります。
PCSの応答速度、制御精度、継続出力能力は、事前審査の合否に直結します。また、承認される供出可能容量や入札上限、最終的に収益を生む容量にも影響します。
EMSやアグリゲーターのプラットフォームが運用計画を作成し、指令を送っても、それだけでは電力は動きません。
その指令を実際の充電・放電出力に変換するのがPCSです。
市場運用におけるPCSの主な役割は、次の四つです。
正確な指令追従。系統やEMSからの指令に応じて、必要な出力を正確に供給します。
高速な充放電切替。市場や系統の状況に合わせ、運転状態を迅速に切り替えます。
BMS・EMSとの連携。SOC、温度、電圧などの運転情報を共有し、電池を適切な範囲で運用します。
異常時の迅速な対応。通信や設備に問題が発生した際は、速やかに診断・復旧し、市場運用への影響を抑えます。
PCSは、性能確認に一度合格すれば役割を終えるものではありません。長期運用において、必要な応答性能と制御精度を維持し続けることが重要です。
日本で2MW/8MWhが広く採用される背景には、系統連系と市場運用の二つの事情があります。
2MWクラスは、高圧での系統連系と、事業性を確保できる規模の両立を図りやすい出力帯です。
8MWhは、需給調整市場への参加に一律で求められる容量ではありません。連続する取引時間帯への対応、SOC管理、電池劣化、長期安定運用に必要な余裕を確保します。
現在、需給調整市場は、日本の系統用蓄電池にとって有力な収益機会の一つです。

A 2MW-class output offers a practical balance between grid connection requirements and project scale. With 8MWh of capacity, the system can operate at rated power for four hours, providing additional operational headroom.
Japan's balancing market also offers an important revenue opportunity for grid-scale battery projects.
This article explains why 2MW/8MWh is widely used in Japan and how the PCS supports reliable balancing market operations.
In Japan, 2,000kW is one of the key practical thresholds between high-voltage and extra-high-voltage grid connection. In general, when the contracted receiving power reaches 2,000kW or more, extra-high-voltage supply and connection are considered.
TEPCO Power Grid, for example, states that applications for demand facilities of 2,000kW or more are, in principle, handled as extra-high-voltage applications.
For this reason, many projects set their contracted receiving power below 2,000kW, often by limiting it to 1,999kW or less, while positioning the system commercially as “2MW-class.”
Keeping a project within the high-voltage category can potentially reduce the burden associated with substation and protection equipment, grid-connection works, land requirements, and application procedures compared with extra-high-voltage connection. However, reducing the output too far can also limit project scale and revenue potential.
A 2MW/8MWh system can discharge for approximately four hours at rated power.
Four-hour capacity is not a universal requirement for entering Japan's balancing market.
However, it provides greater operational flexibility in several areas:
Supporting consecutive trading blocks
Maintaining available bidding capacity through SOC management
Providing margin for degradation, conversion losses, and auxiliary consumption
Continuing operation when charging opportunities are limited
Expanding opportunities across wholesale, capacity, and other markets.
The purpose of an 8MWh configuration is not simply to satisfy a balancing market entry requirement. It provides the operating headroom needed to maintain reliable bidding capacity over time and supports a wider range of operating strategies.
As Japan expands renewable generation, it needs more flexible resources to manage fluctuations and balance electricity supply and demand. The balancing market is turning that need into a concrete business case for batteries.
Since FY2024, batteries have cleared at prices several times higher than thermal and hydro resources in the same fast-response reserve products. The shift to day-ahead, 30-minute bidding in FY2026 makes it easier to act on that advantage.
Japan's need for grid flexibility is becoming a concrete investment opportunity. The main drivers are rising demand for balancing capacity, broader market access, attractive clearing prices, and a more flexible trading framework.
Grid connection gives a battery project the physical ability to exchange power with the grid. It does not qualify the project to participate in the balancing market.
Before trading, a project must pass prequalification for each balancing product it plans to enter. The process determines whether the project can participate and how much of its installed capacity can be monetized.
PCS response speed, control accuracy, and sustained output capability directly affect prequalification. They also influence approved available capacity, the project's bidding ceiling, and ultimately how much capacity can generate revenue.
An EMS or aggregator platform can create an operating schedule and issue a command, but the command alone does not move electricity.
The PCS converts that command into charging or discharging power.
A PCS performs four main functions in market operations.
Accurate command following. The PCS delivers the required output in response to grid or EMS commands.
Fast transitions between charging and discharging. The PCS changes operating state quickly as market and grid conditions change.
Coordination with the BMS and EMS. The PCS shares SOC, temperature, voltage, and other operating data to keep the battery within its designated operating range.
Rapid fault response. If communication or equipment issues occur, fast diagnosis and recovery limit their impact on market operations.
Passing a single qualification test is not enough. A PCS must maintain the required response performance and control accuracy throughout long-term operation.
Two closely related factors explain the widespread adoption of 2MW/8MWh in Japan: grid connection and market operation.
A 2MW-class output balances high-voltage grid connection requirements with a commercially viable project scale.
An 8MWh capacity is not a universal requirement for balancing market participation. It provides headroom for consecutive trading blocks, SOC management, battery degradation, and reliable long-term operation.
Japan's balancing market is currently an important revenue opportunity for grid-scale batteries.
